I'd guess that you took some time after accepting the role to get around to paying into the chest, and accrued some 600 groschen in debts before building the woodcutter. the wiki is correct ,as for Johanka and Matthias you can invite them and they will agree to move after the harvest which happens after the end of the game so you will never see them moving to Pribyslavitz during the game

A guard tower would to me imply that the town is also funding the purchase of some basic arms and armour. As far as history goes, I think Pribyslavitz was razed by the army of another lord in the past, not raiders, so a guard force would have been a moot point. Talmberg is defensible, Pribyslavitz is not.
